Thanks for looking over it.
I thought that the ibm drivers on windows would get the power usage
from acpi, too. There were other values, like battery capacity and
voltage, which seemed comparable to the ones on linux.
I've attached a screenshot with less than 7W power usage on the lowest
brightness.
Of course i had to manually kill a lot of apps, switched wireless off,
and so on.
But even if i don't switch these things off, i still get ~2W less
power usage than on linux with the same stuff on.

I don't have a power meter yet, but i would like to get one. Can
someone recommend a device which will offer clean results?
And i will probably have to buy some of these plugs to stick that
power cable in, or how are you doing this stuff?
