[patch powertop svn] don't suggest NO_HZ unless it's possible!

By the way, a patch was accepted in SVN that fixes this for the --dump mode.  
If you run powertop --dump, it lists *all* suggestions.  That doesn't give 
the option to get powertop to try the suggestions for you though.

Why not go for the pile-on-more-features approach?  Keep the single rotating 
suggestion, and add "S - All suggestions" to the list of options at the 
bottom.
