Ah hah!  That's it exactly.  This issue is described at 
<http://www.linuxpowertop.org/known.php#ondemand>, though that URL 
claims the fix made it into kernel 2.6.22-rc1.  You're saying it's in 
2.6.23, and since I'm still seeing the problem in Fedora 7's 
2.6.22.4-65.fc7 kernel, I expect you're right and the web page is wrong 
(or out of date).

In any case, thanks for the expert diagnosis, Alan!  If only PowerTOP 
itself had your diagnostic capabilities....  :-)
