This is a known bug with madwifi (see link below):
http://madwifi.org/ticket/1363

Upgrading to the latest mad-wifi driver seems to allow the cpu to spend close to 50% in C3.  Perhaps future versions will improve on this...Or you could replace it with another card like a 2200BG
