translators: version 1.9 planned in the next few days

Hi,

I plan to release version 1.9 of PowerTOP in the next few days; mostly 
to enable all the new stuff in the 2.6.24-rc kernel series.
I don't think translations changed much, I know I added two new 
strings which were there before but not marked translatable...
