it means something is doing USB activity on the system. Right now with 
your version of powertop you can't see which; however, there is good 
news ;)

The version of PowerTOP in subversion can show you which USB device(s) 
are doing activity (it needs a very small kernel patch for that which 
is on its way to the 2.6.24 kernel)
