Hi,
We had a similar problem here (uncoordinated work on fr.po),
but we choosed to just work together with Antoine. So an official 
maintainer may not be requiered, after all. Also, a bug tracker is 
a separate problem, isn't it ? speaking about tools to help 
coordinating translations mini teams, do you know some free svn 
host for very small micro projects like this (would be helpful !)?

The remaining difficulty for me is "when to send the current xx.po" :
too often would surely bug Arjan and the m-l, but we (fr.po) missed 
the last two powertop releases by being so conservative (while our 
local po is mostly always up-to-date with svn HEAD).
