is it possible to make powertop to run on older kernel

newbie questions below:

i wonder if it is possible to make powertop to work on older kernel such as
2.6.9.

and i want to know why current powertop can't work for older kernel?

if i am using old kernel, must i update/recompile a latest kernel for
powertop?
