Rescheduling Interrupts

No I mean that the scheduler thinks the current CPU is "too busy" and 
that it needs to overflow to another one

Personally I think we are seeing a scheduler bug here (and yes I'm 
mostly seeing the same behavior; I need to trace it down somehow)
